SOLOMON NAMED AEP’S PRESIDENT FOR WEST VIRGINIA

COLUMBUS, Ohio, Oct. 18, 1999 -- Stuart Solomon, an electric utility executive active in public policy and industry restructuring, has been named West Virginia president for American Electric Power (NYSE: AEP), effective Nov. 1, according to Bill Lhota, AEP executive vice president. Solomon joins AEP from Central and South West Corp. (NYSE: CSR) in Dallas, where he is project director for CSW’s Restructuring Readiness Project -- the effort managing CSW’s transition to the competitive electricity market. He was previously CSW’s director of Regulatory Policy & Affairs. Solomon succeeds Dana Waldo, who has been named president and chief executive officer of the West Virginia Roundtable. “Stuart Solomon brings to AEP and the state president’s office tremendous expertise in public policy for the electric utility industry. He has been integral in CSW’s effort to support restructuring initiatives in Texas, Oklahoma, Louisiana and Arkansas,” Lhota said. “His knowledge of the process in several different states will be beneficial to the restructuring effort in West Virginia.” A native of Plainview, Texas, Solomon joined CSW in 1986 at its Central Power and Light subsidiary in Corpus Christi, Texas. After earning a law degree, he rejoined CSW in 1992 and held several administrative and management positions prior to being named director of Regulatory Policy & Affairs in 1996. Solomon has earned a B.A. in Sociology from Southwestern University in Georgetown, Texas; an MBA from the University of Texas at Austin and a law degree from the University of Colorado. “I am thrilled with the opportunity to live and work in West Virginia,” Solomon said. “I am proud to join AEP’s team and help guide our industry through critical issues facing the electric utility industry, such as changes resulting from increased competition.” Solomon and his wife, Dana, have two children.
